The Government has published proposals for reform of the planning system in a White Paper that is currently out for consultation. These proposals have the potential to alter significantly the way our planning system operates and to impact all aspects of development.

The planning system in England has operated largely unaltered for 70 years. But it has long been controversial. Its supporters say it strikes a fair balance between the need for development and the impacts of development on communities and the environment. Its detractors claim it is outdated, slow, under resourced and responsible for the current under delivery of housing. The proposed reforms support the view that a fundamental change is required to make the system easier to navigate and more effective at delivering sustainable development.

Our panellists will discuss the reforms and the potential implications, and then open up each topic for debate and discussion amongst delegates. Topics will include:

  • Changes to the plan led process. How will a 'zonal' planning system work.
  • Design and sustainability. Can social and environmental standards be maintained, alongside a drive for a significant increase in development?
  • Changes to infrastructure delivery. Will the proposals be capable of delivering sufficient infrastructure, including affordable housing.
  • Ensuring more land is available for new homes.
  • Role of technology in the planning process.
